What I found to work, is this... As I said, ejecting did not change anything. Next, I disabled all non-hd drives as suggested. Doing so required a reboot. After boot, I re-enabled them. Okay, it installed okay with the file in place.
When I open Deluge, a message appears and will not close: "There is no disk in the drive. Please insert a disk into drive \Device\Harddisk1\DR1."

Not crazy. A good idea. Here is the result: I tried qBittorrent. I tested it for 2 days. When I disconnect VPN, turn kill switch off, ISP connects fine. Back when I tried the 2 next versions of Deluge after the one I use, they would not download anything. Apparently, the newest version now, does not...

Here is some additional information I have taken time to observe. It consists of 2 situations and the results: 1 Activate VPN kill switch. Connect to VPN Wait some hours. It comes simply set up to easily connect to its own server(s). There is a long list to choose from. The list downloads and displays in the software. Choose, connect, go.
