I've been able to restore Deluge 1.3.15 using the cached package and then restore all the seeding torrents by restoring core.conf.back and web.conf.bak backups made by my package manager Pacman during updates.

I'll stick to 1.3.15 for some time while the paint dries ;)

Open the torrents.state file with a text editor to check if it has been emptied, as in my case. I am also on Arch Linux and was only able to restore the torrent.state from a sys-backup done once/day by external backup program (luckybackup). I've had the same problem while upgrading from Deluge 1.3.15 to Deluge 2.0.3 on my Arch Linux server. All my torrents are gone!
