Never mind. After posting I went and downloaded BitTorrent. Installed it, and then went and found my download again and started it over in it, and I already have the entire 315 MB file downloaded. I got max speeds up to 649 kB/S, while Deluge never got over 39 kB/S on the same file at the same time.

This program is SLOW. It makes the newest uTorrent, ads and all, seem like it was screaming along. And I am not just talking bandwidth, although that is a snails pace too, but the actual program itself.
