By the command didn't work, i meant it wasn't effective, the command didn't remove the files (when theoricaly it should).
Anyway, i restored deluge, that's what matters.

I had to delete the files in the directory, the add-apt-repository command didn't work.

Finaly !!!
Thanks to your guidances/informations the result of adding deluge ppa, i've been able to go into the /etc/apt/sources.list.d/ directory, delete all qbittorrent related stuff, re-install deluge, now it's working again.

The odd things, is that even after adding ppa for deluge, there is no ppa lines in sources.list. I think your suspicion is right, because a long time ago there was qbittorent installed. I've removed it already a while ago, but some things probably stayed... If i do apt show libtorrent* there is a LOT of things !!! Unfortunately, i'm probably even less good than you on Ubuntu... :( I don't know ...

I've uncommented the lines in torrentmanager.py.
I've uninstalled all deluge and all packages with "torrent" in the name.
Then re-installed deluge.
Still the same issue "AttributeError: module 'libtorrent' has no attribute 'add_torrent_params_flags_t'"...

Honestly, not sure 3.8.x will stay on 3.8.6, as 3.7.9 is from august, so 3.7 still updated. It's very likely that 3.8 will continue to live.
If you want to keep Windows 7 compatibility, yes, stuck on 3.8, but very unlikely sprecificaly 3.8.6.
