Have you maybe changed the mount points of your data folders or something? What about the user name you are running deluge as? Check your file and folder permissions too.

Worst case is maybe try to copy your state folder over, but do the rest of the settings manually again.

I would delete the entire .config/deluge and then copy your old one there with an empty folder. Make sure deluge is fully stopped. Maybe you still had the daemon running in the background. I have copied between Windows and Linux with no issues doing that.

Maybe try renaming your profile folder and then opening deluge with a fresh profile. Sounds like maybe something is corrupted.

Sorry, I looked around a bit and am not finding anything that would work. I thought there might be a ltconfig option, but looking through the libtorrent documentation, I am not seeing it right now.

Under download options do you have it set to use full allocation or compact allocation? Full allocation sets it to reserve all of the space when downloading a file vs compact allocation that only reserves per block downloaded. I have never ran out of space, but wondering if full allocation will just...

Deluge on Windows should update libtorrent as well. They come bundled together as one package. When I get the permissions error and have to change the folder permissions I have to remove the torrent and readd it. I have not tried restarting deluge, but the download activity just hangs when it can't write to disk.
