I was forced to build libtorrent 1.0.3. Works fine.

It was tricky to update python-libtorrent cause:
- when remove old python-libtorrent, we remove Deluge
- when install Deluge, we install old python-libtorrent

After few `pip uninstall python-libtorrent` I removed it manually.

I had same problem on Ubuntu 14.04, Deluge 1.3.6 (and 1.3.10), libtorrent 0.16.17.
Upload speed increase during downloading, but still low.

I have solved this problem by using ltConfig plugin and setting "mixed_mode_algorithm" to "0".
