Okay, I'm using firewall rules to block deluge from connecting to anything else. Working quite well. Thanks, everyone.

Deluge bypasses proxy entirely if it is unreachable

Can an option be added to enforce strict proxy routing? As soon as Deluge failed to connect to my proxy, it started connecting directly to the internet with no proxy at all and accepted incoming connections.
Using Deluge 1.3.6 under Arch. I don't want to resort to using firewall rules.
