The logging posted is pretty clear about reasoning - recheck path to script that you defined is correct and that script has execute bit correctly set. Should work then.

Disable stats plugin, which is known to cause problems in deluge2(can edit core.conf to disable it etc) Also check you have your deluge profile folder files all owned by deluge user. With a VPN then you don't forward anything in your router, and if the VPN supports port-forwarding then enable it for a port(-range) and set deluge to use for incoming port(-range), done. Not sure, but seemingly you're atleast hit by a bug fixed in develop branch, about sending the bound ip/port to libtorrent wrong, missing commas, so if possible I'd apply said commit, which just is one added char, and then retry, but honestly don't get why not working only for public torrents. https...

Most of that is because using deluge stable, missing a logging-fix from develop branch, though not sure about the very first on_start_fail error, but honestly cannot remember fully. Just slight info to add meanwhile - Of my testing so far, then deluge2 with libtorrent 1.1.x doesn't have this issue, so not a deluge2 problem as I initially suspected. With libtorrent 1....
