Regarding incoming ports, libtorrent will choose another port by default if it can't bind to defined port e.g. if busy, but there's a setting you can disable for this behavior, although if the port is busy, then I don't know what will happen with that setting disabled, since no port to use then. Generally, alot of people use ltconfig plugin and enable the high-performance-seed preset, which maximizes uploads(and downloads) e.g. for a seedbox or other powerfull setup. Hmm, I think I didn't think this out completely through... Damn, now i'm back to using a VPN again I think :) Typical, after spending alot of time adapting/changing scripts and whatnot :) Anyway, if you're using a proxy, then the above post for sure is a good idea and i'd fully recommend using it + ...

I've just reverted to using deluge and a socks5 proxy, instead of rtorrent/VPN. I prefer a socks5 proxy because it's overkill to me to use a VPN for torrenting only. You use alot of CPU cycles for nothing really and need extra stuff running in background and if you use split-tunnel and only use VPN ...

For people ONLY using deluge-console interactively with connect command, then here's a quick'n dirty patch I just whipped up, that simply changes one line's variable from false to true. Note, this isn't the proper way to do it and is a bad/dirty hack, but for people just requiring this functionality...
