Ah, found it. It was under the /root folder after all, for anyone's future reference, use 'sudo bash' to access the root folder, and it should be under '.config'.

I just recently installed deluged + deluge-web following instructions with the init script. Everything works fine, but I can't for the life of me find out where the Web.conf file is. I know the default should be .config/deluge/web.conf, but it's not there, the only things in that directory are Icons...
