This must be a bug somewhere. Without being able to reproduce the issue it's nearly impossible to fix. Is it a specific torrent that causes this? Hello!
High CPU usage is a problem under Windows 7 x64 as well with Deluge 1.3.6
Constant 10-12% cpu usage without any torrents, and with seeding torrent (with 0 peer tho) either.
I tried to delete the state files from Appdata/Romaing/deluge folder, but the problem has been still persists.
