Seed rank is a kinda confusing. Does a lower seed rank mean that the torrent will seed more often?

Is there a way to reset a torrent's seed rank? There are some torrents that I want to prioritize for seeding.

Would removing the torrent and re-adding it make it a higher priority?

I'm using Deluge with a proxy service to obfuscate my ISP IP.

What happens if the proxy service goes down? Will Deluge connect with my ISP IP or simply not work and return an error?
