After a reboot thing seem fine. I'm not sure what caused the issue.

Despite having settings that indicate 0 upload slots and 0 kbyte/s upload, Deluge still seeds torrents.

Occasionally when I add a magnet link, Deluge will fetch the file list, but now it seems to have stopped that behavior. It's so intermittent that I can't even determine when it's going to happen and I've readded the same magnet to find it not fetching the file list.

What gives?
