UPDATE:
Setting up the new hardware, I reached in using init.d solution, it actually worked, seems without problem.
It starts both deluged and deluge-web, my only issue is that I'd prefer to start also deluge gui. There is a way to do it?

The problem can be easy find while installing upstart, during installation it says: WARNING: The following essential packages will be removed. This should NOT be done unless you know exactly what you are doing! sysvinit This way, uninstalling sysvinit, Raspberry Pi doesn't manage to start up again. ...
