Is this problem any closer to a solution?
When all my torrents are in "seeding" mode (i.e. all are downloaded 100%) and I restart Deluge - half if not more of the torrents are in "Checking" mode...
This is reproducable. Every time.
Ubuntu 7.10, x86_64, Deluge 0.5.8.6.

Re: fast resume
It is better:

x86_64, ubuntu 7.10, deluge 0.5.8.6
- * not all torrents are re-checked on startup
* download and checking at the same time

x86_64, ubuntu 7.10, deluge 0.5.8.6

Re: Recheck all torrents at start
Hmm.. right now all my torrents have a .fastresume file...
And restarts are therefore very quick...
When are .fastresume files supposed to be created? At the time the torrent is complete?

Re: Recheck all torrents at start
Oh, it works! You have to remove deluge and old configuration files (/home/<username>/.config/deluge) then reinstall new version and add the torrents again. Good luck to you! I uninstalled Deluge, removed the entire .config/deluge directory, installed Deluge again and added a few torrents...

Re: Tons of incoming UDP traffic ? Peer exchange, maybe?
This has happened to me, and I still do not know the cause. Thousands of IP-addresses DDoS:ed me for a day or so. I stopped seeding the torrents gotten from public sites and only kept the ones downloaded from private sites, then I changed my IP-address. The traffic had source addresses from all over...

Re: Annoying new feature?
Since only the non-finished torrents have a .fastresume with this version (0.5.8.4), this will not go away until it is fixed.

Re: Annoying new feature?
amd64, ubuntu 7.10 Same problem here. "Funny" enough, when first starting the new version (0.5.8.3 -> 0.5.8.4), every finished torrent was instantly seeding. However, after shutting down Deluge cleanly/nice/as-one-should, and then starting it again... it started checking *all* the torrents...

Re: Encryption Isnt Working At All..
An ISP can shape traffic using a few different methods. If we rule out that it is your account/IP that is being shaped, it could be the port/set of ports you are using or the contents of the traffic. Lets find out which it is. Try changing ports (eg. instead of 6900-6910, try 6500-7500 or whatever) ...

Re: Encryption Isnt Working At All..
Tried the above, Still no success, its gone 5pm, which is the time my ISP seem to start the traffic shaping, and straight away even with Deluge running correctly, my speed has gone from unshaped normal speed of 700+kib/s to the usual 5pm - midnight 50kib/s... Deluge is not working!! the encryption ...

Re: 0.5.8 / ubuntu 7.10 / downloads already finished torrents
Don't know if I'm the safe zone already, but...
I deleted all the fastresume files, and after restart it is not downloading all the files again...
Edit: still looks fine
