Try restarting deluge (important) and forcing it to check the torrent... I suspect it will have a difference % complete. I just started noticing this happening a few days ago. Downloads getting stuck at a high percentage and never completing, but tonight I noticed on a 1gb download that I've downloaded close to 2gb already and the progress bar is reporting 37%.
