Allocation is not the same thing as limit.

I suggest the download location is set when the torrent is added (or when download begins) rather than moving when the download is complete.

"Label options -> Location -> Move completed to" isn't applied retroactively.

The label is applied retroactively, but the location isn't (it doesn't change for previously completed torrents).

Multiple download directories can be specified along with trackers that default there. For example

D:\Path1 <unspecified tracker>
D:\Path2 tracker1.com
D:\Path3 tracker2.com|tracker3.com
