Pause all behavior

I was just wondering what the expected behavior for the pause all button is. It seems that right now it pauses all currently active torrents. This is not especially useful to me because as soon as those torrents are paused, the next torrents in my queue will become active. I run 2 active torrents at a time, so the net effect is that I have to click pause all 5 times before all my torrents are paused. It seems to me that the pause all button should result in all of the torrents being paused including the ones in the queue. The same problem exists if I select all my torrents from the list and click the pause button.
