When I have lots of Downloads queued, it would be nice if Deluge could rotate out torrents with no peers / peers that only result in a low download speed.

I like using the auto manager, but with a reasonably low number of Active downloads (and a wide range of healthy/unhealthy torrents) it's easy for all the active slots to get filled up with stalled torrents.

Is there a setting that I've missed that would alleviate this problem?

There is a check box under "Preferences -> Queue" for "Do not count slow torrents". See if that helps you.
