Minor version disparity of server and client

Hello, my client version is 1.3.14 from my linux distribution, while the server is only 1.3.10 from its distribution. I'd like to confirm that it's the minor version disparity that causes the client cannot connect to the server...right? I can only connect to the server using deluge-web.
