Unable to Move storage (manual or auto)

I'm using Deluge 1.2.13 libtorrent 1.0.9.0 on Windows 10 Deluge is running as a Windows Server (Deluged-debug)
All of the sudden I'm unable to move storage. Nothing happens, no errors in the logs.
I've set full permissions on the drive/dir to EVERYONE and SYSTEM.
I can try using a thin client or web and it will not move. Tried with multiple other files to other directories.
What else should I check?
