Deluged 1.3 is "Prefrences" bug

Running Windows 7 X64 Ultimate
Tried 1.3 but when I click "Preferences" about 20 times i get a preferences windows with most interesting function grayed out and incorrect data.
Seems like it's not reading preferences from my linux server at all.
1.2.3 works excellent.

Are you running 1.3 RC1 on both client and server?
You can't connect a 1.3 client with a 1.2.3 server.
