Keep getting message that I have to manually download GTK

I have Windows XP SP3. My PC received updates from Microsoft today so I updated it and rebooted. Afterward, I decided I wanted to update my Deluge 1.2.1 to 1.2.2 so I downloaded it to my desktop. I then manually removed Deluge and the GTK+ 2.16 Runtime from the Add/Remove program. I tried to install 1.2.2 but at the end of install, a window pops up stating that "Download of GTK+ 2.16 installer failed (return code: Downloading timed out.). You must install the GTK+ 2.16 runtime manually, or Deluge will fail to run on your system." I removed Deluge 1.2.2 only since GTK+ 2.16 runtime never installed properly. I then downloaded 1.2.3 and tried to install it but I got the same message again. So, I decided to go back to 1.2.1 and tried to install it but that message shows on this as well. Can you tell me how to fix this?

This does happen from time to time but it is exactly as it suggests. If you google 'gtk 2.16 windows' the first hit is http://sourceforge.net/projects/gtk-win/ where you can manually download and install it. It is also available in our ftp http://download.deluge-torrent.org/windows/deps/

There are three different gtk2-runtime at http://download.deluge-torrent.org/windows/deps/

Which one is correct?
