Proxy options for tracker being ignored

Hi,

I have some problems with deluge 1.10 RC2 for windows, both the x86 and x64 version.
I normally use bittorrent with a tracker proxy, coz my isp seems to have blocked certain ports (eg. 3390). Using the above version of deluge, i cant connect to the tracker even with my proxy settings entered. To make sure that the proxy is actually working, i tried it with utorrent. Leaving the proxy settings off/blank in utorrent, i am not able to connect to the tracker (cant announce), using my usual proxy, i am able to connect to the tracker immediately. However, entering the same proxy setting in deluge, I am not able to connect to the tracker. The error message i get is the same with or without the proxy settings entered, ie. "..... the connection has been forcibly closed....". Its as though even with the proxy settings entered, deluge is still trying to connect directly to the tracker.
I made sure that i selected the proxy type for the tracker proxy, not leaving it a none.
Any help would be greatly appreciated,
