deluge uses sparse files, this is what you would be seeing.

The advantages of full allocation are that it reserves disk space from the very start thus avoiding running out of free space during download and that when file space is reserved in one chunk data fragmentation potentially will be lower. The disadvantages of sparse files are that physical disk space is allocated only when needed thus leading to incorrect free space reporting and higher fragmentation. In other words, using sparse files kills the very idea of full allocation - it is exactly the same as compact allocation, just the burden of performing fragment allocation is shifted from deluge to filesystem. I hope you will address this issue in one of the nearest releases.
