Yes, you are correct that it will work from either directory. However, in RC4 the directory it uses is in a slightly different location from the 0.5, a little harder to get to because it's through a hidden folder but probably a more appropriate location. ( C:\Documents and Settings\[User Name]\AppData\Roaming\deluge ) And I did have to create a 'plugins' directory.

Is this plugin working in Deluge 1.1.9? I followed the steps, but I can't see the search tab.

It doesn't appear to work anymore, looks like it loads into the plugins window but doesn't open a tab as you said. I think the plugin format has changed since this first came out... and it is more than a year old at this point too.
