I will look into these settings when I have some time. I may also try the new bookworm debian which should allow me to install the latest Deluge version.

I ended up upgrading (used a new sdcard) to bookworm, I used the Ubuntu PPA to install deluge.
Info:
Client: 2.1.1
Server: 2.1.1
libtorrent: 2.0.8.0
With the same Ubuntu ISO I am able to max out my internet connection.
I can't confirm which change made the difference as I'm now using a newer version of libtorrent as well as deluge and I didn't import my old deluge config.

Good to hear everything is working great again.
Go look up if your raspberry pi already supports USB boot. Sdcards can become corrupt and that is the last thing you want. I am not sure which raspberry pi you have. I had raspberry pi 4 back then and it does support usb boot. With it you can have a simple USB 3.0 dongle with even 32 or 64 GB to have the whole OS running from. Much faster and more stable if you ask me.
