1.2 Final fails to run

Failed to run the program, Error :14001, Cant initialize the application because its configuration is incorrect

tried uninstalling everything, restarting windows before reinstalling, restaring windows after reinstalling, etc still fails to run

edit: uninstalled everything and installed 1.1.9 again and guess what, it doesnt run anymore, god damnit

can anyone please check the executables in the current 1.2 installer? they seem to be corrupt, when i do a cmd "deluge -L debug" it just says the system failed to run the file or something like that
