Reproducing uTorrent's floating download bar feature

Hi,
Not sure if I should have posted here or in development, but...

I'd like to reproduce a uT feature, the small floating, stackable download bars always on top, seeable here:

I've been able to find a lot of data about existing torrents through the doc. My only concern is more on the actual display of a small borderless window. Should I pass through Deluge`s code, or would opening my own window using raw gtk be ok ?
