I think it would be better to deliver suitable GTK theme with icon theme.

Any future plans for user having ability to create his/her own icon themes?

You already can select themes.

Download the theme selector and head over to http://www.gnome-look.org/
Themes belong in C:\Program Files\Common Files\GTK\2.0\share\themes

Note. this will change theme for any gtk program ie pidgin.
