Why can we set the maximum amount data coming in but not the minimum?

A lot of torrents don't download very fast and It'd be so much faster if we could just set the minimum download speed to like 5 mb/s.

And what would expect to happen to the torrent?

That is an impossibility, if it's slow, that is all the bandwidth available from the peers.
