[Feature Request] command line interface, rename downloads

Hi!
1.It would be wonderful, if deluge supported command line interface, like Transmission does, but provide some more options, like downloads list. It would be much more useful, than integrating anonymous browser :mrgreen:

Of course, in the CLI no info like current download speed doesn't need, but some options, like script executing are expected]
    [Possibility to change download target is also needed. For example, if only one file is downloaded, we should be able to change file name. If several files in the directory, we should be able to rename this directory]

this is available for our 0.6 rewrite. http://www.pidgin.im/~sadrul/pp/deluge-shell.py

this will be possible in deluge as soon as it is possible in libtorrent

this is available for our 0.6 rewrite
