Deluge 1.3.15 not respecting global bandwidth limits

Deluge 1.3.15 is not respecting global bandwidth limits for me.
Bandwidth limits were set through the Bandwidth window in Preferences. Ignore limits on local network is unchecked. Not running any plugins. Neither the upload nor download limit are restricting speed.
Client: 1.3.15
libtorrent: 1.0.11.0
OS: Windows 10
