Torrent "Checking" | Internet Slowness

Hello everyone, ever since I have noticed massive internet speed loss when a torrent is being checked. My internet package is 300/20. I usually get 350 mbps when testing the speed. Once I have started it to check a torrent, the speed test states 10 down/15 up. While the speed is being tested, I watched it at 10mbps steady then I pause the torrent that was checking, the speed suddenly soar back to normal speed.
My current torrent box is RPI connected to my PC using putty as well as WebUI. The installed Deluge version is 1.3.13.
I am not sure what's the cause but it is new to me. I hope someone know how to fix this.
