Something strange is happening with my client: whenever I watch an youtube video or watch a movie all the downloads slow down. If it's a x264 file they slow down by 60-50%, and if it's a x265 file it goes down 80-90% (file on local storage -hdd). If I watch a youtube video at 1080p it goes down about 60-70%. The issue appears if there is one download or multiple.
I used to have an older machine (e5200 @3.6ghz, ddr2, etc), however I upgraded (e4560, 16g ddr4, ssd, etc), and the exact same problem appears. Os is win 7 ultimate, client is 1.3.15. No vpn, no proxy, random ports.
The strange thing is that it does this regardless of the speed of the download: so if it's getting a file at 20mb/s, it will go down to 10mb/s (for an x264) file, if the speed 4mb/s it will go down to 2mb/s for a x264.
The cpu on the old system and the new (especially the new) are not going at 100%, the new one stays under 20%. There is plenty of empty ram.
I'm not sure what the problem is.
LE: I've just tried on Bittorrent and vuze, the problem does not manifest itself. ALso, the speed on deluge is about half on what the other 2 clients are.

Any QOS enabled on your router level?

No QOS, not using wireless, plugged straight into pc (from router).

Just tested qbit, same speed as deluge.
