Each torrent has its own seeding options saved. When a new torrent is added it preloads the default settings from your preferences. Since your other ones were added before they are still using the old defaults. You can select your old torrents and then click on the options tab to see those preferences. If you edit any of them on that tab be sure to hit apply.

It should also be noted that the modification/edit provided is for the GTK UI, as that is the only place the restriction exists.
Simply using the web interface bypasses the restriction/limitation.

The author do that so difficult to stop the people like you who only want to take but not give. Think of everyone in your urgent torrents stop seeding when you just downloaded 50%, how do you feel? If you don't want to seed your downloaded files (which someone else had seeded it for you) then feel free to go with direct download please. Don't try torrent if you don't have sharing mind :? .

Don't assume everyone uses it the same way........I download from myself to multiple locations and would like the seeding to stop as soon as the download is finished, I don't mind any seeding occurring during the download just that it needs to stop when finished - my reasoning is more for a performance reason on the client side.

The option used to be there and it's understandable for people to ask the question as to why something has changed.

As you've found out users normally find a way around their software issue which usually means doing something un-supported which in turn generates more forum posts from users who've broken their installs.

This change from the minimum 0.00 to 0.50 seeding ratio was obviously not done to fix an issue but born from one persons love for bittorrent and their drive to make better the bittorrent eco-system........I'm on-board but I would of much preferred for them to keep the option there for users to change but maybe with a pop-up if set below a set amount to educate users as to why this is in place. I mean who is to say that 0.50 should be the minimum.......I guess that question has been answered by the developers  I much prefer education though over force though.

I've checked that link and the file being referenced to amend (/usr/share/python-support/deluge/deluge/ui/gtkui/glade/preferences_dialog.glade) doesn't exist for me so if anyone is aware of another method I'm all ears, everything I find from googling refers to changing the setting that has been taken away from the users.
