Labels "forgetting" to move completed torrents

I am using Deluge on Ubuntu and have labels that are configured to move completed torrents. This works fine for a few hours to a day and then it just stops moving them. It seems like editing the label and turning off the move function and then turning it back on causes the functionality to resume working for a period or time but it eventually stops working again and I have to repeat these steps. Does anyone else experience this type of behavior?

I believe that instead of the label functionality getting "forgotten" I believe it's something slightly different. Existing torrents will move fine after turning off and back on the move function for the label. However, new torrents that get added after turning the function back on do not pick up that they are supposed to move, even though they have been properly labeled. Any suggestions or guidance would be very much appreciated
