Incoming and Outgoing Ports - Single, range, different from each other?

I am trying to set up QoS so I need to specify Outgoing Ports as well as Incoming Ports in order for it to work. Unfortunately I can't use a Peer TOS Byte.
1.) Is one port for each sufficient or is a range preferable? I currently use a range but Deluge still seems to set the Incoming Port to 0 when there is a disconnect or restart. I am hoping to fix this as well.
2.) Does/do the Incoming Port(s) need to be different to the Outgoing Port(s)?
