Ok your test torrent is listed under trackers and it's uploading. Under progress it says Seeding. Under status in the bottom window it says the Share ratio is .092. Tracker status is Announce OK.

I don't understand why this is uploading and none of mine are.

It means your setup is fine. I suppose the torrents you took from your tracker are not on demand by anyone and therefor no upload will occur.
Try to take a torrents from your tracker under heavy demand, like a popular serie with a lot of leechers but small number of seeders.
I guess your tracker has a forum helping you aiming the correct way to maintain your ratio, that's the place to be

I have ones that are in demand.

The same file is in both states & tracker. Gets uploaded in States but not tracker.

so you mean the upload column (up speed) displays something in States but not in Trackers for the same file?
Is the column displayed in both sections?

Hosting your screenshot on site like the one I provided is not a big deal , it sounds you didn't spent a lot of time to find a way out. Sorry but it's my feeling...
