New torrents stuck at "Downloading 0.00%"

Hi All,
I would like to turn to the forum with an issue. I search the forum and found similar issue but not the same. I use deluge daemon on a raspberry pi 2 with Jessie and with Sickrage to add the new torrents.

In theory everything works fine. Sickrage adds the torrents to deluge. It shows up in the webclient. But for some reason the download itself stuck at "Downloading 0.00%". It shows as if there would be 0 seeds. However if I pause and restart the same torrent in the webui then it starts downloading and correctly finds the proper number of seeds.

These are the versions I have.
deluge: 1.3.10 (the latest on raspberry pi)
libtorrent: 0.16.18.0
