Can't connect localhost to WebUi when using Daemon

I have enabled WebUi at port 38081. If I run Deluge, I can access the WebUI at localhost:38081
However, if I run the daemon instead (Deluged) I get a connection error (not found). I used to be able to connect using the daemon, but after a PC reboot it stopped working.
I confirmed that Deluged is running (in task manager).

p.s. What is the difference running Deluge vs. Deluged? I am running Deluged as instructed here: http://www.cuttingcords.com/home/ultima ... and-deluge

To answer myself.... After another reboot it started working again with the Daemon (I can now access the WebUi again)..... No clue why this happened...
