Deluge on Ubuntu Server 15.04

I'm trying to get the deluge daemon and webui setup on Ubuntu Server 15.04. After lots of struggling and confusion I realized I needed to follow this guide.

I added the user (I couldn't use adduser, so I used useradd with the system and home options and no password) and that seemed fine. Then I created the scripts as specified in the guide. The deluge service started fine but when I tried to start the deluge-web service it fails. I checked the status and it indicates the application has exited with status code 1. I tried restarting and starting the deluge daemon again and now it indicates the same error and the webui did before the restart.

Any help on this would be appreciated!
