Port blocked?

Hi guys,
I am unable to download torrent. I have it inserted into deluge and it should be coming but it's not. In Preferences>Network, the button "Test Active Port" keeps failing, even though I triple checked the router for correct configuration. Going to the URL manually also says the port is closed. See 3 attached screenshots.
