Test active port doesn't work.

Hello. I'm using Linux Mint 1.17 (Rebecca). Kernel 3.13.0-43
I'm running it under de Gnome-fallback.
I have installed Deluge 1.3.11 and I use libtorrent 0.16.17.0
I use Torguard as a proxy with Socksv5 on port 1080.
I want to test which port is suitablle for me on as in- and outcoming ports.
I do this by opening the preferences
Select network, untick both at Incoming ports and outgoing ports the "Use random ports"
Then I give all the fields the same number of a port.
I use values from 49160 - 65535 press on Apply two times, which shows that the port number I have selected is active.
Then I press "Test Active Port" in all the cases I get a brown exclamation sign as a result.

Does anybody know how I can solve this problem?

P.S. I did this with and without the proxy enabled.
