I have just installed version 1.3.7 of Deluge on a Linus Mint and running as daemon.
My UI is on a Windows machine also running Deluge 1.3.7 as thin client.
It all seems to work as expected, but for some strange reason it looks like all connections (=peers) are limited to 16-20 kB/s?
I have a fiber connection and therefor generally no bandwidth problem, my download limit is fixed at 8000 kiB/s.
I can download 16-20 kiB/s per peer, no more no less.
If I add more torrents the result is the same, all peers get 16-20 kiB/s.
Does anyone have a clue how to rectify this behaviour?

I am seeing similar behavior with Deluge 1.3.6 and libtorrent 0.16.13.0 (which is released with Ubuntu 14.04 LTS Trusty)

I am seeing similar behavior with Deluge 1.3.7 and Libtorrent 0.16.17 (with Ubuntu 12.04 and 1gbps connection).
Before I update libtorrent (from 0.14.xx to 0.16.17), upload speed was totally different.
