Deluge slow download speeds

I have 1.3.6 running on my model b raspberry pi and have noticed that speeds aren't very good. The average highest I see is around 1.4 MB/s down. My full bandwidth is capable of 5MB/s down. I have used other clients like rtorrent on the RPI and the speeds were much better, using my full bandwidth. Why isn't deluge using it as well? My ports are opened, there are plenty of seeders and are from a good source so I know my full bandwidth could potentially be used. My connections is at 200 and is not maxed and I set to download 1 file at a time. I put a limit of 4.5MB/s down just so I don't saturate my network fully.
