hostlist.conf never generated, can't autoconnect to daemon

I'm trying to use and keep getting the error "Web interface not connected to running daemon". I've seen the steps in the forums, but I don't have a

hostlist.conf

to get a daemon ID from. I tried using a default one, but it didn't work. I made sure deluge has permissions to access the config files, but still no luck.
