Hello, I'm sorry for asking such a presumably foolish question, but I am rather new to torrenting and have searched and read as much as I could before asking here.
I was wondering whether seeing a peer with 100% of the torrent file who showed no uploading is simply a case of that peer refusing to share, or whether an issue such as choking might be the cause?

The water droplet icon has an upward pointing arrow, but I am quite inexperienced with torrenting so I do not understand whether this indicates he is actively seeding, or just shows that he is capable as he has 100% downloaded.
