Trac requires verified email to create tickets

When I login to Trac and click on "New Ticket", it returns:

Error: Forbidden
TICKET_CREATE privileges are required to perform this operation

...unless I provide and verify an email address, which the registration page claims to be "optional". After verifying an email, the New Ticket page loads fine.
