Looks like an issue with displaying the translated strings. Can you test deluge-console without using putty?

I think this is a putty issue, I am not sure what we can change in deluge that would help. A quick google returns quite a few links about the same issue with solutions:

I'm having the same problem on FreeBSD 9.0, but with with en_US.UTF-8. I'm not using putty and all other programs (in the very same terminal window) display (in my case, japanese) UTF8 characters properly. It's only deluge that has a problem.

I've got these in my .bashrc, for reference
export LANG=en_US.UTF-8
export LC_ALL=en_US.UTF-8
export LC_CTYPE=en_US.UTF-8
export MM_CHARSET=utf8

Create a ticket (for milestone 1.3.6) and it will be looked into. If you could include an output of what you see in console.
